Correct, the number you mentioned is from out the top of the crown, and the 85 inch stops at the fork leg's tube, not the top cap. So as if the cap is off the fork, that's your inches out the top crown.
So it's 15ft torque at the top crown pinch.
Back and forth going up to 18ft on the lower tree and they change if you just yank it to toque and then the other. More like 5 back and forth, then 10 the same way, 15 and last torque at the pinch bolts is 18.
You're not done. This is wheel off, axle needed. Then you float the other fork and find the sweet spot of the axle spinning in the other leg. You want it squared to the triple in other words. Lock that fork down and check for axle spin.
It's more for handling than for easy wheel service.
